Peroxy-Sulfuric Etchants and Etching

Questions about:

1. I have made up a 5 liters of etchant solution. It takes me 10min. to etch the board. After using the solution several times, it will no longer etch the board. So I have to replace the solution, right?
2. What chemical (and how much of it) do I need to add to my present etching bath to neutralize it so I can pour it down the drain?
3. My bath just isn't etching like it used to. What do I need to add to restore it's performance?
